Anyone know of a free flanger VST with a rate that goes at least to 40 Hz???

MeldaProduction MFlanger goes up to 20 Hz, but can relatively easily be tricked into delivering the equivalent of 40 Hz or more. Go into the advanced tab for the shape ->
Under harmonics set the first to zero and change the second or third to 100 %. -> [This will give the same effect as a rate of 20 Hz being 40 (or 60 if you left the others at zero and set the third harmonic to 100 %). And I think it sounds great.
Only little thing is you have to download a bundle of free effects, or actually the installer for most of the plugins from MeldaProduction. But then you just tick the boxes for the plugins you're interested in during installation, it says pretty clearly which ones are free and you don't even need to install all those other great free effects if for some reason you don't want to.

Do they always start to have issues when they go up to 40hz? This one sounds fine at 20, similar to some others. Anyone else know of anything? Maybe a vocoder would be better.

Might the issue be that a 40Hz LFO approaches the delay times usually used by flangers? Not sure if and how those would have an effect on each other, but I wouldn't be surprised if something weird happens. Not sure why there are issues, but have you tried a frequency shifter instead? It's a different sort of effect, but for alien voices it might be just the thing.There's one in the MeldaProduction free bundle so you may allready have one installed by now if installed all the free plugins.
Also there's ringmodulation that is a rougher sort of effect related to frequency shifting, again there's a plugin for that in the free bundle so play around with those and see what you come up with.
