Midi effect to 'even out' velocity

Hi,

I'm looking for a midi VST that resides between the midi track of my host (Reaper) and a VSTi and allows me to reduce the overall dynamics of midi notes (velocity) to a certain percentage and perhaps with a "human touch". What I mean is raise very low velocity notes nearer to the velocity of notes with the highest velocity without bringing all to the same level.

The reason is I'm a crappy keyboard player with a crappy keyboard but I don't want to just draw velocity by hand. Many velocity changes are fine when I play, only a bit exaggerated.

Does such a plugin exist? Preferably free?

There's a simple but effective one in REAPER itself, sitting in the "JS" plugins folder: "JS: MIDI Velocity Control". It allows you to set min and max velocity values (as well as other neat stuff). Just drop it above your VSTi in the FX chain, and voilà!
