I'm on Win 8.1, and had a play with it some months ago. It worked fine for me.
On the install and standalone startup, I always "Run as Administrator". That's the only thing I can think of that might make a difference, otherwise I didn't do anything special.

Well, that's the only reason to not be able to use Proteus VX.
Also, run the DAW as administrator for the first time it reads the plugins and whenever the first plug load happens.
