Iron Lung's Pain Directive: 18 seconds. Fantomas - Fantomas, Fantomas - Suspended Animation, those albums are pretty much tracks under 2 min, lots less than 1 min.
The Locust, all their stuff is a min and change, if that long, lots of 30-40 sec stuff.

Can't believe no one's mentioned the many excellent short Jethro Tull songs. Here are two classics, each under 2 minutes, both from Aqualung, 'Cheap Day Return' and 'Wond'ring Aloud':
