Hi everybody,
Actually I want tocreate a kind of sound but I have no idea how to do it.
It's a glitch sound like this : (at 0:38)

If you have some ideas to help me doing this sound (or kinda like this), tell me !
Thanks !

DtBlkFx can probably do that, and other granular fx plugins (like argotlunar for example or fragmental) probably too.

Petty much granular with low pitch and/or slow playback rate.

You can also use something like stutter edit. Record the result then time stretch the audio.

Maybe not quite what you're looking for with this particular sound, but if you're interested in glitchy noises, you can get some really great ones out of Audacity. I'd also recommend it for its intended purposes too if you don't already use it (audio recording and editing).
It's free and awesome, and it has an option "import raw data" that lets you load any kind of file to play back as audio. So do that, load some non-audio file, and hit play. Depending on what you loaded you'll hear either a really short burst of white noise, or crazy glitch noises that last anywhere from a couple seconds to a couple minutes. Then you can cut out the parts you like or the whole thing and export to wav and you've got some awesome new glitch samples. Try importing your vst dlls, they probably all sound cool. dlls gave me the best results.
