To be sure that the Limiter is blocking out Inter Sample Peaks, I'd put SSL X-ism after the Limiter. If the Limiter is not blocking these peaks, I wouldn't buy it.

Personally I avoid brickwall limiters - it implies that your levels are all over the place, but you should be able to keep things to good levels without having to limit when you master.
Recording at good levels is a good start point, which is both a function of playing levels and not having input levels too high. If the track has dynamics that need to be tamed, put a compressor on the track.
When you mix you should be able to deal with differences between tracks and at this point you should realize if you need to tweak the compression.
The mixdown shouldn't be too loud. If it's too loud, mix down again with the master pulled down so that peaks don't hit anywhere near 0dB.
If you have recorded, mixed and applied compression to tracks with an ear to producing a good mixdown, you shouldn't need to use a brickwall limiter on the mastering. Some compression is probably a good idea most times, but it should be to apply the final gloss, not to fix the problems that you could have fixed earlier.

I'd say you can get BX_Limiter from brainworx for about $80 second hand.
It's a very good, very simple limiter and it has that nice XL control which does some kind of enhancement voodoo that sounds very good. No reason you can't use it carefully on the master bus:

Vladg Limiter No.6 is also very good and it's a freebie but there is a lot there to tweak and you might not like having to learn it.

A bit more than $80, maybe too rich for you blood, but the DBX also acts as a very nice limiter...then again it's not a brickwall.

The bx option above is very nice too, I got my eye on it as well. Unless you can find it second hand it will cost you twice as much.
