What is this degrading thing that turns the whole spectrum to white noise hes automating on and off?
Also this bubbly thing at that happens at 3:48 idk how to describe it and thats why i dont know what to search for...and suggest some free or low cost vsts capable of this kinda thing if you could. Appreciate it.

sounds like he used a "bit-crusher" lower the bit rate on one and it will transform whatever to almost white noise
+ the "length/sample-rate" is aliasing distortion(which is the basis for the yoy bass synth)
Take a synth put the filter rez to Max and modulate the filter cutoff with the envelope with the aliasing disto it will go yoy, u could do it with and lfo but and envelope will have better control on how u want it to sound like

If your plugin is a Synth-edit/synth-maker creation, Say So.

I think the noise is just a white noise sample (eq to make it smaller mainly low pass) the music is cut to make room for it, I dont hear any sound degrading into another..
and the bubbly thing is Phaser with high settings like rate and feedback

The white noise is simply chopped white noise samples (Skrillex did a lot of sample based editing back then, still does I believe [rather than midi>synth>output]), inserted, with everything else chopped out / volume automated/ heavily sidechained to the white noise samples. As for the bubbly bit, as M said, could be a Phaser (however my suspicion is a chorus with high depth and medium->high rate + distortion).

I agree that it does sound like a phaser. I've recently used the effect on a track of mine and it sounds quite similar.
